‘Bikoy’ skips fraud probe, case submitted for resolution: lawyer

MANILA — State prosecutors will resolve a fraud complaint against the man who owned up to viral anti-government videos after he failed to appear at a pre-trial hearing for the second time on Tuesday. Peter Joemel Advincula, who said he was the hooded man “Bikoy” in the videos, also skipped a hearing on May 28.
